Police Reform Bill Has Been Rejected By NASS

The Police reform bill has been rejected by the National Assembly, NASS during a plenary session in which the legal practitioner included that it does not follow the 1999 constitution and needed an amendment if the bill is going to be implemented. The plenary session took place on Wednesday since about a month that the bill was passed by the Senate, NIGERIA NEWS reports.

The bill could have repealed the Police Act 2004 if it is passed. The bill entails a lot but here are few of what the bills entail: that a sum of 100, 000 naira would be paid if any person should inflict physical harm or contact on any police officer on duty or rather be charged to six months imprisonment. The same amount of file would be paid for obstruction or resistance of a police officer to carry out its duty. The sum of 20, 000 would be paid by any police officers involving in the usage of drugs other intoxication material while on duty.

The chairman on house committee for the police affairs, Abubakar Lawal quoted the following:

“Unless we amend the constitution, we can not implement the bill. The bill also proposed the reduction of the number of DIGs, are we moving forward or backward? The bill is also referring to the Police as police force which is against the constitution,”

The Deputy speaker, Lasun Yusuf back Mr. Abubakar fact up by insinuating the following that:

“Most of the provisions of this bill are against the constitution. This bill is complicating matters. How can we talk about consultation with the governor when the commissioners of police are not answerable to the governors,”

Mr. Tobi Okechukwu state that Nigeria needs state police and back it up with a statement that, “the present structure is defective. The governors have all agreed that there is a need for state police. Judging by the crime rate, we need to consider the structure of the police. When you take an Anambra man to Borno, it will take him time to adjust.”

While Mohammed Monguno stood in favour of the bill, the Yakubu Dogara as the speaker put the police reform bill on vote and majority go against it.
